Jasper Community Improvement District (the “District”), located in Jasper, Missouri (the “City”), and is comprised of approximately 21.726 acres within the city limits of the City of Jasper, Missouri consisting of parcel no. 03601330001001000 and a portion of parcel no. 03601330001005000. The District is generally bounded by and adjacent to Interstate 49 to the east, North Fourth Street to the west, and East Mercer Street/ Thorn Road to the south of the parcels, in accordance with the Missouri Community Improvement District Act, Sections 67.1401 through 67.1571 of the Revised Statutes of Missouri (the “Act”), as amended, at the maximum rate of one percent (1.0%) (the “CID Sales and Use Tax”) for a period beginning the first day of the second calendar quarter after the Director of the Missouri Department of Revenue receives notice of the adoption of the sales and use tax, such beginning date expected to be October 1, 2024, and ending September 30, 2051. The purpose of the CID Sales and Use Tax will be to finance the Project described in the petition establishing the District (the “Petition”) and to pledge the Sales and Use Tax to the repayment of obligations as described in the Petition, as the Board deems necessary, and as authorized pursuant to the Act, including those items described in Section 67.1461.1 and Section 67.1461.2(1) and (2) RSMo, as amended.

A. The ballots for the election shall be mailed to the District’s qualified voters no later than March 25, 2024.

B. The election is to be held on April 9, 2024.

C. Qualified voters will consist of: (a) such persons who reside within the District and who are registered voters pursuant to the records of the County Clerk (“Clerk”) in Jasper County, Missouri, as of the thirtieth day prior to the date of election; or (b) if no such registered voters reside in the District, the owners of real property located within the District pursuant to the tax records of Jasper County, for real property as of the thirtieth day prior to the date of election.

D. Any person(s) residing within the boundaries of the District shall register to vote with the Clerk on or before the thirtieth day prior to the date of the election in order to be a qualified voter for the purposes of the election.

E. The ballot must be returned to the District Counsel’s office in person, or by depositing the ballot in the United State mail addressed to:

The ballot must be received on or before 11 a.m. CST on April 9, 2024.

F. Any qualified voter that did not receive a ballot in the mail or lost the ballot received in the mail may pick up a ballot at the District Counsel’s office from March 25, 2024 until April 5, 2024, except Saturdays and Sundays, between the office hours of 8:00 a.m. and 5:00 p.m. The District Counsel’s office is located at:
