Cathy Jo Loy Capitol Report: House Approves $52 Billion State Operating Budget

I supported the Missouri House’s version of the state operating budget, which reflects a fiscally responsible approach that prioritizes core services while reducing overall spending.

The House-approved budget totals $52.27 billion, about $1.5 billion less than the governor’s proposal and below current spending levels. General revenue spending is also reduced by roughly $426 million, reinforcing a focus on long-term sustainability.

Even with these reductions, the budget makes strong investments in education. It fully funds the K-12 foundation formula at a record $4.28 billion, maintains transportation funding, and increases support for the Empowerment Scholarship Program to $60 million. Higher education funding remains stable, and key scholarship programs like Bright Flight, Access Missouri, and A+are fully funded.

The plan also includes nearly $4 billion for transportation infrastructure, strengthens the state retirement system, and supports workforce development, rural healthcare, and programs for crime victims and foster youth. I also worked hard to restore Family Resource funding, which includes Foster Adopt Connect services ensuring continued support for vulnerable children and families across our state.

Overall, I believe this budget reflects a balanced approach—reducing spending while continuing to invest in priorities like education, public safety, and workforce development. The proposal now moves to the Senate for further consideration.

House Advances Key Legislation as Session Enters Final Stretch

After returning from spring break, I quickly got back to work with my colleagues in the Missouri House, passing a number of bills focused on education, public safety, economic development, and emerging technologies. As we head into the final weeks of session, here’s a look at some of the key legislation approved this week:

  • Mortgage Modification Framework Established

I supported HB 2636, which establishes the “Uniform Mortgage Modification Act” and provides clear guidelines for modifying mortgages. This bill ensures modified loans keep their original priority, offering greater certainty for both lenders and borrowers.

  • Liability Limits Clarified for Claims Against Government

I supported HCS HB 1718 to clarify that liability limits for claims against government entities are based on the limits in place at the time an incident occurs, ensuring consistency in how claims are handled.

  • Expansion of Physical Activity Requirements in Schools

I supported HCS HB 2748, which expands physical activity requirements for students in grades K–12 beginning in the 2027–2028 school year. Schools will be required to implement policies ensuring students receive daily physical activity.

  • “Sawyer’s Law” Strengthens School Anti-Bullying Policies

I supported HCS HBs 2120 & 1698, known as “Sawyer’s Law,” to improve school anti-bullying policies. The bill protects students acting in self-defense, strengthens reporting requirements, and provides training and support for school staff.

  • AI Protections and Restrictions on Artificially Generated Content

I supported HCS HBs 2035 & 2350, which establish new safeguards for artificial intelligence. The bill prevents AI from being presented as licensed mental health professionals and strengthens laws against the misuse of a person’s likeness and AI-generated explicit content.

  • Restrictions Tightened on Government Use of Cameras on Private Property

I supported HB 2547, which enhances protections for private property owners by requiring government entities to obtain consent or a warrant before placing surveillance cameras on private land.
