Cathy Jo Loy Capitol Report: Strengthening Public Safety and Expanding Opportunities

The Missouri General Assembly continues to advance legislation focused on public safety, workforce integrity, and support for Missouri families. This week’s work reflects a commitment to strengthening our legal system, expanding access to services, and improving government accountability.

This week included continued engagement with communities across the state and efforts to ensure that Missouri’s policies reflect both current challenges and future needs.

Additionally, some of the legislation considered this week includes:

Comprehensive Public Safety Legislation (HBs 2637 & 3155) A wide-ranging criminal justice package strengthening sentencing laws, expanding victims’ rights, increasing penalties for violent offenses, addressing cybercrimes, and improving coordination across the juvenile justice system.

Support for Service Members and Veterans (HB 2593) Expands legal protections, financial assistance, and education benefits for Missouri National Guard members and veterans, while also creating new opportunities for veteran-owned businesses and strengthening cybersecurity capabilities.

Illegal Hiring Enforcement (HB 2366) Cracks down on unlawful hiring practices in the construction industry, enhances enforcement authority, and protects law-abiding employers while promoting fair competition for Missouri workers.

High School Athletics Oversight (SB 863) Establishes a new independent appeals process for student-athletes and increases transparency and accountability in interscholastic activity decisions.

Housing Consumer Protections (SB 834) Creates new safeguards for homeowners in complex real estate transactions, increases transparency, and strengthens protections against predatory practices.

State Property Transfers (HB 2108) Authorizes the responsible sale or transfer of certain state owned properties, with oversight to ensure transparency and taxpayer value.

Finally, Missouri has launched updated digital platforms, including mo.gov and the Missouri Citizen Portal, along with “AskMO,” a new AI-powered assistant designed to make it easier for residents to access information and navigate government services.

Users can access my.mo.gov by selecting “Login” on mo.gov or visiting the portal directly, and AskMO is available through the chat icon on the website.
